What Experts Say...!
Padmashri D.P.Pattanayak, Founder Director, CIIL, Mysore, INDIA |
Choice of tools, validation of items,
selecting a suitable format, providing instruction to candidates, techniques for
administration, the duration, marking & scoring procedures, item & test analysis
interpretation of results, making value judgements, etc., are steps for effective evaluation.
All these steps utilize concepts which are interdisciplinary in nature. At a time when the
country is concerned about examination reform and objective evaluation of abilities and
achievements, this work is expected to be a contribution to the growing discipline.

The scope of testing in all
its dimensions as proposed by educationists, particularly Bloom,
et al., for any subject is for the first time extended to language
and literature. MILES is the first mile stone to develop the linguistic
resources of the students as an important part of human resource development.

A highly educated and vibrant nation like India without a national
testing service for its languages and literature cannot progress on
par with the developing countries that are so conscious of their
language competence and use. The research output under MILES,
painstakingly developed in the last 15 years at CIIL, is a giant step
towards fulfilling this long-felt need.

The conceptual framework is comprehensive and internally
consistent. The General Frame of Reference is a clear system as far as the
terminology goes. The parameters of item models provide an effective
‘operating system’ for generating items. The brief write-up on MILES is
very well written, and it does capture the essential points. Truly impressive
amount of work that has been done under the broad head of evaluation.

The output of the MILES project so far is quite impressive and is clearly the outcome
of serious and careful planning, thinking and research for many years. The quality of the
material is excellent and one feels confident to assert that the Indian language pedagogists
will find it extremely valuable.

It is heartening to see that valid test
materials are now available for and in Indian languages. I have found them
quite comprehensive and meticulously planned. The other important aspect is
that the test materials have covered both colloquial and literary domains. I am
sure, teachers and learners of Indian languages will find them quite handy and
useful. In fact, I can confidently say that MILES has created milestones in the
area of Indian language evaluation.

The scope of testing is really very vast. The
attempt made by CIIL to construct multipurpose tests in various Indian
languages under their massive project is praiseworthy. The conceptual frame
work given in MILES (Kannada) is comprehensive. The research design is very
good. I appreciate CIIL for their wonderful job.

Lot of research and academic discussions have gone in for the preparation of MILES materials. The whole work fulfills the goal and
excels in developing various kinds of tests. As a teacher of language, I can very well vouch that the variety of test materials given
in the MILES volumes will be of much use to the teachers for constructing tests of mastery, and the students for improving their skills
of language. The Central Institute of Indian Languages in general and the MILES team in particular, have to be congratulated for the
painstaking efforts to make the mega project a successful one.
